Parking is free, too. The parkade takes you to the front door, so there is no meter running and no reason to rush out. That makes an extra hour very easy to slip into. Decide the leave time at home, and when it comes, go.

Does a photo of a licence on a phone work at the door?

Plan on bringing the card itself. Security scans government-issued photo ID at the door, and a picture on a phone is not the card. Put the licence or passport in your wallet before you leave home.

What happens if you forget your ID?

Then you will not get in. Every person entering a B.C. casino must show photo ID, whatever their age looks like. The legal age in British Columbia is 19, and looking older does not replace the card. Go home for it, or plan the visit for another day.
